She explained that if a company fails to supply the required goods on time, or if the quality of their product fails to meet requirements, they could be blacklisted.
For example, she said: “In 2016-2017, we blacklisted the winner of No. 2 tender process from the Road Department in the Southern district of Yangon, and seized K2.9 million in contract deposits.”
The government has blacklisted various contract winners for purchase or construction tenders in some regions and states. A list is provided to the tender board when the department is examining applications to choose a tender winner.
The quality of supplies are examined at a laboratory of the related department to see if they meet the required quality standards.
In addition laboratory inspections, a quality control team with engineers work on site to inspect supplies to be used on a project. They will reject any materials that fail the inspection, and ask the supplier to replace any product doesn’t meet contract quality agreement.
